Illegal Religious Structures to Be Demolished in Itanagar; ILP System to Be Strengthened: CM Pema Khandu

State Government Acts on Unauthorized Structures

Arunachal Pradesh Chief Minister Pema Khandu has directed officials to identify and demolish all illegal religious structures in the state capital, Itanagar. This decision follows protests by youth organizations raising concerns about unauthorized constructions by illegal immigrants in the Itanagar Capital Region (ICR).

Speaking to the media, CM Khandu stated, “I have instructed the deputy commissioners to locate and remove all unauthorized religious structures in the state capital,” emphasizing the government’s commitment to lawful urban development and community protection.


Strengthening the Inner Line Permit (ILP) System

Arunachal Pradesh is protected under the Inner Line Permit (ILP) system, regulated by the Bengal Eastern Frontier Regulation (BEFR), 1873. The system controls entry of non-residents to safeguard indigenous communities, land, and culture.

CM Khandu announced the launch of a digitized ILP system to more effectively monitor and prevent illegal immigration.

“Previously, the ILP system was difficult to monitor. We have now transitioned to a digital platform. Following Cabinet approval, new rules will be enforced,” he explained.

Under the updated system, employers bringing laborers from outside the state will be required to notify the government for verification, ensuring compliance with legal and security measures.


Legal Measures Against Unauthorized Settlements

The Chief Minister also highlighted plans to amend the BEFR further to enhance its effectiveness. He assured that all actions regarding unauthorized constructions and illegal immigration will follow proper legal procedures, reinforcing transparency and rule of law.


Public Agitation and Youth Organizations’ Demands

Several youth organizations, including the Arunachal Pradesh Indigenous Youth Organisation, Indigenous Youth Force of Arunachal, and All Naharlagun Youth Organisation, have actively protested against unauthorized settlements.

The groups enforced a 12-hour bandh in the state capital last December, demanding:

  • Removal of illegally constructed structures, including the ‘capital Jama Masjid’ in Naharlagun

  • Action against unauthorized settlements

  • Ban on weekly markets run by undocumented settlers

  • Tighter checks at state entry points

  • Regular verification drives to protect tribal land and demographic balance

The police have confirmed that ILP enforcement and verification efforts are being intensified to close existing loopholes.

CM Khandu reiterated the state government’s dedication to:

  • Strengthening ILP enforcement

  • Enhancing border and entry gate security

  • Protecting indigenous communities and land rights

The measures aim to ensure legal compliance, demographic integrity, and sustainable development in Arunachal Pradesh.
